Ondo Rep, Akinfolarin presents FRSC training college Bill for second reading

The member representing Ileoluji-Okeigbo and Odigbo federal constituency in the house of representatives, Honourable Mayowa Akinfolarin has presented a Bill for act to backup the establishment of a training school for the staff of Federal Road Safety service commission (FRSC), and those of sister agencies for second reading at the green chamber.

The Bill titled: ‘A BILL FOR AN ACT TO ESTABLISH THE FEDERAL ROAD SAFETY COMMISSION COMMAND AND STAFF COLLEGE, IBADAN TO SERVE AS A HIGH LEVEL CENTER FOR TRAINING OF FEDERAL ROAD SAFETY CORPS PERSONNEL, PERSONNEL OF STRATEGIC SISTERS AGENCIES, RELEVANT MINISTRIES, DEPARTMENTS AND AGENCIES AND AS A CENTRE OF RESEARCH IN ROAD TRAFFIC ADMINISTRATION AND SAFETY MANAGEMENT AND RELATED MATTERS.’ was presented and passed the second reading on Thursday.

Akinfolarin, the sponsor of the Bill, who doubles as the chairman house committee Federal Road Safety service commission, while canvassing support for the Bill said:

‘Mr. Speaker, Honourable colleagues, I am happy to stand here once again to share more light on this Bill, by leading the debate on the crucial aspects of our country Road Safety Aspirations and future expectation.’

‘This Bill seeks to give legislative support to an institution that is in existence.There is also an existing administrative management and staffs of the institution who are under the Government Payroll.’

‘Mr.Speaker, Honourable colleagues, road research is very important and Nigeria is among the few countries that has taken road Safety measures so keen for prevention of its citizens from an avoidable accidents.’

‘As earlier said,the institution is already established with programme of studies,courses,and research which is being undertaken by thecollege. Providing this legal framework for the institution will create an excellent mandate for the operation of the Institution.’

‘Passing this Bill will secure the Institution from avoidable litigation and protect the future of the Institution, it will enable the board to take inform decisions as to the objectives and regulations of the institution. It’s with the legislative support that the board will be guided within its policy making responsibility.’

The Objective of the Bill are as follows:

~encourage the advancement of learning and avail the opportunity of acquiring a higher education in liberal,science,engineering and any other discipline to trainees,other members of the Federal Road Safety Corps and Safety personnel of other nations that the Federal Government of Nigeria may from time to time decide
~provide courses of instruction and other facilities for the pursuit of teaching and learning in all the faculties and campuses of the Training School as may be established nationwide and make those facilities available on approved terms to members of the corps as are qualified to benefit from them.
~nurture,equip and produce Globally competitive road Safety personnel with requisite knowledge,skills,and attitudes suitable for leadership,scholarship,road traffic Administration and Safety management.
~encourage and promote academic excellence in the Training School 
~conduct research in relevant fields of learning and human endeavour
~align its activities to the safety,security,social,cultural and economic needs of the people of Nigeria.
~prepare trainees to earn national diplomas and National certificate of education in those disciplines which are of Special interest to the needs and aspirations of the Corps;
~develop in each trainees the physical attributes and skills necessary to meet the requirements of a personnel of the Corps;and 

~carry out any other activities that are necessary or expedient for the performance of it’s under the Bill.

THE BILL

The Bill Consists of 23 sections plus 1 schedule of regulations of the proceedings of the Staff and Command School.

There are provisions for the 
~Establishment of the Staff and Command School
~Establishment of the Council
~Objectives of the Command  School 
~Functions of the Command School,
~Powers of the Command School Council,
~Principal Officers and other staffs of the Command School 
~Appointment of Commandant and deputy Commandant of the School.

Further to this is that,Mr.Speaker,Honourable colleagues,the Bill seeks to further consolidate on the smooth administrative policies of the staff and Command School,and the schedule lay down the guidelines for the proceedings of the Council meetings and supplemental provisions.

‘Mr.speaker,honourable colleagues,I am sincerely grateful once again for the time that has been graciously given to me in order to  present this Bill for your consideration for the second time.It is my sincere hope that it will be debated and passed  accordingly as an Act of the the National Assembly Mr.Speaker and Honourable colleagues.’ He added.
